18 tests covering:
- Queue management (queueMerge, getQueueState)
- Dependency ordering (getNextMergeable with priority)
- Success path (processMerges with clean merges)
- Conflict handling (detect conflicts, create resolution task, send message)
- Error handling (missing repositories, missing agent)

Exports DefaultCoordinationManager from coordination module index.
