- Configure package.json with type: module, ESM-compatible setup
- Add dependencies: commander, execa
- Add devDependencies: typescript, tsx, rimraf, @types/node
- Configure tsconfig.json for ES2022/NodeNext
- Add .gitignore with node_modules and dist
- Create src/index.ts and src/bin/cw.ts placeholders
